Bertrand Lathoud is Senior Advisor of the CEO, and COO at the Luxembourg House of Cybersecurity (LHC). He supports the mission of the Agency, strengthening the resilience of the Luxembourg ecosystem, with a specific focus on supporting start-ups, and cross-border initiatives.
Prior to this role, he was Head of the National Cybersecurity Competence Center (NC3) of Luxembourg, a specialised center hosted by LHC, formerly SECURITYMADEIN.LU, the Cybersecurity Agency for the Luxembourg Economy and Municipalities. The creation and development of the NC3 focused on developing  frameworks and generating capacity around building cybersecurity capabilities and competencies, testing infrastructures and teams, and improving the situational awareness of organisations on cybersecurity matters, so that companies of all sizes can allocate their resources and  budgets more accurately and more effectively on security matters. The NC3 received also the mission of setting up the new NCC-LU in the framework of the 2020 EU Regulation on the European Center ECCC.

Before joining LHC, he held the following positions. After the completion of a pHD in Management of Information Systems, he worked as senior lecturer at the Ecole des HEC (University of Lausanne - Switzerland) until 2004, focusing on information security management and forensics issues. He then joined Skype in 2005, where he helped to build, then managed the global anti-fraud team. He later moved to PayPal in Luxembourg, and took care of the Information Security function for the EMEA region during 8 years. In 2018, he joined SECURITYMADEIN.LU in order to setup the C3, which paved the way to the creation of the NC3.
