Oleksandra Azarkhina serves as the Deputy Minister for Communities, Territories, and Infrastructure Development of Ukraine. Her main focus lies in regional policy, data-driven solutions, and decentralization. Ms. Azarkhina's responsibilities include state regional policy, development of local self-government, strategic planning, restoration of affected regions, territories, and infrastructure, as well as the protection of critical infrastructure and arms logistics digital restoration management.

Before her current appointment, she held various positions, including Deputy Minister of Infrastructure of Ukraine, Adviser to the Minister of Infrastructure of Ukraine, and Director of the Reform Support Team under the State Agency of Automobile Roads of Ukraine. Notable achievements include spearheading the implementation of digital road management and asset management systems, launching the Digital Restoration Ecosystem for Accountable Management (DREAM), and introducing modern global practices in infrastructure project management.

Ms. Azarkhina's initiatives have led to significant advancements, such as creating opportunities for community participation in project selection, establishing an international logistic hub for defense aid, implementing anti-corruption programs, and introducing innovative technology solutions for infrastructure development and management.

She holds a Bachelor’s degree with honours in Political Science from Taras Shevchenko National University of Kyiv and a Master’s degree with honours in Political Science from the same institution. Fluent in English, as evidenced by an IELTS Academic level certification, and proficient in French, certified with a DALF C1 international diploma, Ms. Azarkhina has completed numerous internships both in Ukraine and abroad during her academic years.
